Analysis
Previously, Wisconsin Department of Transportation (WISDOT) has requested that the City perform construction management engineering on Federal/State aid local projects during 2006. This resolution authorizes and directs the Commissioner of Public Works to execute a master contract for construction engineering work with WISDOT for 2006. Future Common Council action will still be necessary to approve assessments, construction, and construction management for each project under separate agreements that will be signed by both the Commissioner of Public Works and the Comptroller.
Body
Whereas, The City of Milwaukee utilizes a significant amount of Federal and/or State aid for local street and bridge improvement projects; and

Whereas, City forces undertake most of the construction management engineering activities on these projects; and

Whereas, Wisconsin Department of Transportation (WISDOT) informed us that a contract between the City and the WISDOT is necessary, for the City to proceed with construction management engineering on a project; and

Whereas, We have agreed that the most efficient method would be to enter into a master contract which would cover several projects over a specified period of time; and

Whereas, Future Common Council action will be necessary to approve funding and authorization for the Commissioner of Public Works and the Comptroller to enter into the agreements for projects within this master contract; and

Whereas, We have negotiated with the WISDOT and have developed a master contract format that is acceptable to both parties; now, therefore, be it
