Title

Resolution authorizing and directing the Commissioner of Public Works to execute a Cost Sharing Agreement with the City of St. Francis for the planned improvement of South Clement Avenue from South Whitnall Avenue to East Howard Avenue.

Analysis

This resolution authorizes and directs the Commissioner of Public Works to execute a Cost Sharing Agreement with the City of St. Francis for the local share of engineering and construction costs associated with the rehabilitation of South Clement Avenue from South Whitnall Avenue to East Howard Avenue.  The City of Milwaukee has entered into an agreement with the Wisconsin Department of Transportation (WISDOT) for rehabilitation of the subject roadway with the WISDOT funding 80 percent of the project costs. The City of St. Francis has requested, and we have agreed, to incorporate the segments of the roadway that lie within their municipal boundaries into our construction project.  This resolution also authorizes the City Comptroller to establish the necessary account for the City of St. Francis’ share of the preliminary engineering costs which requires a reallocation of City and Grant funds that were established under Common Council Resolution File Number 040400.  The total cost of the project remains the same.

Whereas, Common Council Resolution File Number 040400, adopted on July 27, 2004, authorized and directed the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation (WISDOT), for the programming and rehabilitation of South Clement Avenue from South Whitnall Avenue to East Howard Avenue; and

 

Whereas, Approximately 54 percent of the project’s work lies within the municipal boundaries of the City of St. Francis; and

 

Whereas, The City of St. Francis has requested and the City of Milwaukee has agreed to incorporate the segments of the roadway that lie within the City of St. Francis into the improvement project; and

 

Whereas, The City of St. Francis and the City of Milwaukee have requested and received permission to utilized Federal STP entitlement funds to cover 80 percent of their share of the project costs; and

 

Whereas, The City of Milwaukee has prepared a Cost Sharing Agreement to address the cost break-down between the City of Milwaukee and the City of St. Francis for the remaining 20 percent of the costs of the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute a Cost Sharing Agreement with the City of St. Francis for the estimated engineering and construction costs associated with the locally funded portion of the improvement of South Clement Avenue from South Whitnall Avenue to East Howard Avenue, a copy of which is attached to Common Council File No. 051362, and is incorporated by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Projects Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Value for the City of St. Francis’ share of the preliminary engineering for the project (Expenditure) as follows:

Further Resolved, That the City Comptroller is hereby authorized and directed to transfer to this account the amount required under the grant Agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater.
