Resolution declaring the improved, tax-deed properties at 2745 North Buffum Street and 2736 North Richards Street surplus to municipal needs and authorizing sale to St. Timothy’s Community Baptist Church, in the 6th Aldermanic District.
Analysis
This resolution declares said properties surplus to municipal needs and authorizes sale as a special use pursuant to Section 304-49-2, Milwaukee Code of Ordinances.
Body
Whereas, St. Timothy’s Community Baptist Church (“St. Timothy’s”), a non-profit organization, has offered to purchase the properties at 2745 North Buffum Street and 2736 North Richards Street for $46,000 and $22,900, respectively, to be used for training residents recruited from the surrounding neighborhood in basic carpentry and minor home repair skills; and
Whereas, St. Timothy’s has businesses and construction partners willing to serve as mentor/trainers and craftsmen on the sites; and
Whereas, St. Timothy’s has provided a complete scope of work, cost estimate and provided funding verification for each property; and
Whereas, After rehabilitation, the homes will be sold to area residents; and
Whereas, Section 304-49-2, Milwaukee Code of Ordinances, permits the City of Milwaukee to sell properties such as these to non-profit, community-based organizations for rehabilitation for affordable housing; and
Whereas, The City Plan Commission has determined that the properties are surplus to municipal needs; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that 2745 North Buffum Street and 2736 North Richards Street, Tax Roll Key Nos. 314-0770-000-X and 321-1828-000-7, respectively, are declared surplus to municipal needs and that the Department of City Development is authorized and directed to sell said properties to St. Timothy’s at a fixed price of $46,000 and $22,900, respectively; and, be it
Further Resolved, That in the event the buyer is unable to complete the purchase of said properties, disposition automatically reverts to sale via the open listing method without further action by the Common Council; and, be it
Further Resolved, That as a condition of the sale of the surplus properties, purchaser is required to bring property into compliance with applicable building codes within the time specified by the Department of Neighborhood Services or said properties may revert to the ownership of the City of Milwaukee upon action by the Common Council; and, be it
Further Resolved, That the Commissioner of the Department of City Development is authorized and directed to perform such acts as may be required to consummate the sale of said properties and that the proceeds be credited, less closing related expenses and a 25 percent disposition cost reimbursement to the Redevelopment Authority of the City of Milwaukee, to the Reserve For Tax Deficit Fund Account No. 0001-334106.
