Title
Substitute resolution approving construction of nonassessable public improvement projects at various locations.
Analysis
This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.
Body
Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
2nd and 7th Aldermanic Districts
W. Capitol Dr. - N. 35th St. to N. 60th St. (ST320030201) (2025-05-71) File Number 050808: Colored concrete pavement, colored concrete sidewalk, (City Share Nonassessable $500,000 additional funds from Department of City Development account TD04280000) These funds are to be transferred to the construction account ST320030210) The total cost to date for this project is $5,115,000.
3rd Aldermanic District
N. Bartlett Ave. at E. Linnwood Ave. (ST211060175) File Number 051329: Install traffic circle. (Nonassessable Reconstruction Paving Fund -- $15,000) The total cost to date for this project is $15,000.
6th Aldermanic District
E. North Ave. - N. Bremen St. to N. Booth St. (ST320042901) (2445-05-71) File Number 050932: Concrete pavement reconstruction, replace all curb and gutter, sidewalk and driveway approaches, sodding, and grading, including various geometric changes. This includes the termination of E. Garfield Ave. pavement at the Kilbourn Park west border and elimination of the E. Garfield Ave. intersection at E. North Ave. (City Share Non-assessable Paving Fund -- $110,000 reallocated funds) File Number 050932, authorized $690,100 The total cost of the project is estimated to be $690,100.
N. 1st St. (Extended) - W. Hadley St. to a point 210 feet m/l north of W. Hadley St. (ST211050145) File Number 040945: Remove and replace concrete walk and concrete steps. (Nonassessable Reconstruction Paving Fund -- $30,000) The total cost to date for this project is $35,000.
8th and 12th Aldermanic Districts
W. Canal St. - N. 6th St. to N. 25th St. (SM498050007) File Number 050720: Costs for the east end to remove excess contaminated soil. (Nonassessable Flow Reduction Initiatives -- $250,000 additional funds) The total cost to date for the street portion is $15.7 million.
9th Aldermanic District
W. Silver Spring Dr. - N. 43rd St. to N. 68th St. (WT410060013) File Number 050718: Blowoff alterations. (Nonassessable Water Fund -- $20,000). The total cost to date for this project is $30,000.
15th Aldermanic District
W. Brown St. - N. 20th St. to N. 26th St. (WT410061054) File Number 051329: Relay water main. (Nonassessable Water Fund -- $535,000). The total cost to date for this project is $550,000.
W. Lisbon Ave. - 150 feet m/l east of N. 31st St. to N. 31st St. (WT410061057) File Number 051222: Water main alteration. (Nonassessable Water Fund -- $45,000). The total cost to date for this project is $60,000.

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project: W. Capitol Dr. (ST320030201) (2025-05-71); and, be it
Further Resolved, That the City Engineer is authorized and directed to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the city’s share of the costs for said project: W. Capitol Dr. (ST320030201) (2025-05-71); and, be it
Further Resolved, That upon the completion of project ; W. Capitol Dr. (ST320030201) (2025-05-71); and a determination of the actual costs, it is understood that if the City of Milwaukee’s share is less than the amount previously paid, the difference will be refunded to said City; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
