Analysis
This ordinance increases the penalties for littering on public and private premises from a minimum of $25 to a minimum of $50 for a first offense and from a minimum of $50 to a minimum of $100 for each subsequent offense.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 79-16-1-a of the code is amended to read:

79.16 Penalty. 1. FORFEITURE. a. Any person who violates any provision of this subchapter except [[s.]] >>ss.<< 79-5.5>>, 79-11 and 79-12-1<< shall forfeit not less than $25 nor more than $500 for the first offense and not less than $50 nor more than $500 for each subsequent offense, and the costs and disbursements of such action, and in default thereof, shall be imprisoned in the county jail or house of correction for not less than one day nor more than 20 days, until such forfeiture costs are paid.

Part 2. Section 79-16-1-c of the code is renumbered 79-16-1-d.

Part 3. Section 79-16-1-c of the code is created to read:

c. Any person who violates ss. 79-11 or 79-12-1 shall forfeit not less than $50 nor more than $500 for the first offense and not less than $100 nor more than $500 for each subsequent offense, and the costs and disbursements of such action, and in default thereof, shall be imprisoned in the county jail or house of correction for not less than two days nor more than 20 days, until such forfeiture costs are paid.
