Title

Substitute resolution authorizing the appropriate City officials to enter into a professional service contract for design of the Erie Street Plaza.

Analysis

This resolution authorizes City officials to enter into a contract for design services for the Erie Street Plaza.  The Common Council has previously approved TID 56.  This TID will fund various improvements in the vicinity of East Erie Street in the Historic Third Ward.  One of the improvements anticipated in the TID plan is development of a public plaza at the eastern terminus of East Erie Street.  The Department of City Development conducted a design competition to determine the best design for the plaza.  A team headed by StossLandscapeUrbanism submitted the winning proposal.  Detailed plans and specifications for the design now must be prepared so that the project can be advertised for construction bids.  The winning design team is the most logical entity to prepare the bid documents.  This resolution authorizes award of a professional service contract to StossLandscapeUrbanism for this purpose.

Body

Whereas, The Common Council of the City of Milwaukee has previously approved the project plan for Tax Increment District Number 56; and

 

Whereas, That plan includes funds for the design and development of a public plaza at the eastern terminus of East Erie Street; and

 

Whereas, The Department of City Development has conducted a design competition for the plaza; and

 

Whereas, The entry from a team headed by the firm StossLandscapeUrbanism was determined to be the best schematic proposal; and

 

Whereas, The schematic plans now must be refined and detailed plans and specifications must be prepared so that bids for construction of the plaza can be solicited; and

 

Whereas, The winning design team is best suited to preparing the detailed plans and specifications; and

 

Whereas, During the design competition the cost of this work was estimated to be $90,000; and

 

Whereas, In contract discussions with the design team it has been determined that  Stoss Inc. should complete preliminary survey work for the site rather than have the Department of Public Works perform this work; and

 

Whereas, The survey work is expected to cost no more than $10,000 resulting in a not-to-exceed contract amount with Stoss Inc. of $100,000; and

 

Whereas, The increase in the Stoss budget by $10,000 will be offset by an equal reduction in the DPW budget for the project resulting in no net change in the overall project budget; and

 

Whereas, The Department of City Development has established account number TD05684007 for the purpose of funding the detailed design work; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the appropriate City officials are hereby authorized to enter into a professional service contract with a design team headed by Stoss Inc. for the purpose of preparing detailed plans and specifications for the Erie Street Plaza project; and, be it

 

Further Resolved, That the cost of this contract shall not exceed $100,000; and be it

 

Further Resolved, That this resolution authorizes detailed design of the plaza only and that subsequent Common Council approval is required prior to construction.
