Analysis
This resolution transfers $140,000 from the 2006 Capital Improvements Advance Planning Fund Parent Account into the Near North Side Plan Subaccount in the amount of $37,500; the Near South Side Plan Subaccount in the amount of $37,500; the Northeast Side Plan Subaccount in the amount of $25,000; the Economic Studies Subaccount in the amount of $20,000; and the Special Engineering and Technical Studies Subaccount in the amount of $20,000 for the purposes of carrying out various technical and economic planning activities throughout 2006.

Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee (“City”) prepare a Comprehensive Plan by 2010; and

Whereas, Comprehensive Area Plans for specific areas of the City are components of the Comprehensive Plan; and

Whereas, The Department of City Development (“DCD”) continues work on residential and commercial analysis as well as land use policy development; and

Whereas, The preparation of plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services as well as other planning-related activities; and

Whereas, Preparation of an Area Plan requires approximately $150,000 of which $75,000 comes from City funds; and

Whereas, On November 23, 2004, the Common Council approved File No. 040958 authorizing the transfer of initial funding for the preparation of the Northeast Side Plan with the intent to provide additional funds from the 2006 Capital Improvements Advance Planning Fund;...
