Analysis
This ordinance requires that exceptions and objections by a licensee to the decision of the licensing committee in cases of alcohol beverage license non-renewal, suspension or revocation, be made in writing and filed before the close of business on a day that is at least 3 working days prior to the scheduled hearing before the common council. Written exceptions shall include a concise statement of objections together with supporting arguments. A licensee may be provided an oral hearing before the common council at the discretion of the chair and only where written exceptions and objections have been filed.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 90-11-2-c-2, d-1 and d-2 of the code is amended to read:
90-11. Renewal of License.
2. PROCEDURE FOR NON-RENEWAL. c. Recommendation. c-2. The committee may make a recommendation immediately following the hearing or at a later date. The committee may recommend that the license be renewed or not renewed. In addition, if the committee determines that circumstances warrant it, the committee may recommend that the license be renewed conditioned upon a suspension of the license for a defined period of time. When the committee elects to recommend that a license be renewed with a period of suspension, the license may be suspended for not less than 10 days and no longer than 90 days. Such suspension shall commence on the effective date of the license renewal.
