Title
Substitute resolution authorizing acceptance and funding of a 2006 Comprehensive Planning Grant from the State of Wisconsin, Department of Administration.
Analysis
This substitute resolution authorizes the City of Milwaukee, Department of City Development, to accept and fund a State of Wisconsin, Department of Administration, 2006 Comprehensive Planning Grant. Funding will be provided to the Department of City Development to develop a Comprehensive Plan that satisfies the new State Smart Growth Law requirements. The amount of the Grant is $350,000 with a City Share of $175,000 and a Grantor Share of $175,000. The City Share will come from In-Kind City services.

Whereas, The City of Milwaukee (“City”) appears to be eligible for grant funds from the State of Wisconsin, Department of Administration, and, therefore, on October 18, 2005, the Common Council of the City of Milwaukee via File No. 050866 authorized and directed the Department of City Development to apply for a 2006 Comprehensive Planning Grant; and

Whereas, It appears that City involvement in this grant and aid program will result in the following major benefit to the City--a Comprehensive Plan, including standardized procedures for future plan development, amendments and public participation; and

Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that operation of this Grant program from January 1, 2006 to July 31, 2008 will cost approximately $350,000, of which $175,000 or 50 percent will be provided by the Grantor; and

Whereas, The City Share of this Grant program, $175,000 or 50 percent, will come from In-Kind City services:

In-Kind City Share: $175,000

Out-of-Pocket City Share: $-0-

Local, Non-City Share: $-0-
