Substitute resolution relative to application, acceptance and funding of an Erosion Control Information and Training Program grant and authorizing and directing the proper City officers to executive a letter of agreement between the City of Milwaukee and the Great Lakes Commission regarding the grant.
Analysis
This resolution authorizes the Department of Public Works to apply for, accept and fund an Erosion Control Information and Training Program grant from the Great Lakes Commission in the amount of $80,056.00 with a city share of $30,056.00 and a grantor share of $50,000.00 The purpose of the grant is to aid in funding the development of informational and training programs regarding sedimentation and erosion control during construction. This resolution also authorizes and directs the proper City officers to execute a letter of agreement between the City of Milwaukee and the Great Lakes Commission regarding the project grant.
Body
Whereas, Erosion control during construction operations is an important component of the City of Milwaukee (City) storm water permit with the Department of Natural Resources (DNR); and

Whereas, The lack of erosion control devices and enforcement activities in past public and private construction activities has resulted in stipulations and orders for judgments being filed against the City by the State of Wisconsin on behalf of the DNR; and

Whereas, To comply with the stipulations, the City previously retained a consultant to evaluate the City's storm water and construction site runoff programs; and

Whereas, The consultant has recommended that the City create a formalized training program for construction erosion control; and

Whereas, The City is eligible for grant funds from the Great Lakes Commission (GLC) under the Great Lakes Basin Program for Soil Erosion and Sediment Control; and
