Whereas, The City of Milwaukee Department of Employee Relations (DER) with Willis of Wisconsin, Inc. solicited responses to requests for proposals for health maintenance organizations (HMOs), basic health plans services and a carved out prescription benefit management services (PBM); and
 
Whereas, A six-person team from the City of Milwaukee, including representatives from the Department of Employee Relations, City Clerk-Legislative Reference Bureau, Department of Administration-Budget and Management Division and Comptroller's Office reviewed the responses and associated costs for each of the three benefit programs; and
 
Whereas, The team and DER are now making recommendations regarding the three benefit programs; now, therefore, be it
 
Resolved, By the City of Milwaukee, that DER is authorized to enter into a contract with the CompcareBlue Health Services for their Compcare Blue Traditional HMO Network and their CompcareBlue Aurora Family HMO Network for HMO health services for city employees and retires in 2006; and, be it
 
Further Resolved, That DER is authorized to enter into a contract with Blue Cross Blue Shield and CMS, their subsidiary, for basic health plans services including third-party administration, utilization-review and case management, and preferred provider organization services for three years 2006, 2007 and 2008; and, be it
 
Further Resolved, That DER is authorized to enter into a contract with Navitus Health Services for prescription benefit management services for three years 2006, 2007 and 2008.
