Title
Resolution directing the Department of City Development to market the City-owned parking lot at 2574-90 North Downer Avenue for sale and development under specified conditions, in the 3rd Aldermanic District. (DCD-Real Estate)
Analysis
This resolution will permit the Department of City Development to solicit proposals for the sale and development of a City-owned parking lot.
Body
Whereas, Since 1998, the Department of City Development (“DCD”) has marketed and sold several City-owned parking lots in the 3rd Aldermanic District that resulted in increased tax base and additional residential and commercial development while replacing the public parking as needed by the private developers; and

Whereas, The City-owned parking lot at 2574-90 North Downer Avenue was not included in the original group of parking lots to be marketed, but the Downer Avenue Merchants Association has requested that the City explore development of this lot to increase the commercial vitality of the Downer Avenue Commercial District; and

Whereas, DCD recommends that its Real Estate staff work with the Merchants Association and area residents to design a Request for Proposal that would offer the property for sale with the following requirements:

1. The Request for Proposal shall specify use and design requirements to ensure that development is in keeping with the historic character of the Downer Commercial District and adjoining residential district.

2. The development must replace the short-term public parking and the sale will be subject to a public access easement for the parking and an access easement to the City for meter collection.

3. The project must retain the existing popcorn wagon and provide a public area.
