Title
Substitute resolution authorizing acceptance and expenditure of funds for professional studies relating to best practice reviews for the Fire and Police Commission and the Department of Public Works.
 
Analysis
This resolution will authorize the Department of Administration to accept and expend funds from the Greater Milwaukee Foundation and the Bader Foundation in accordance with Section 304-24 of the City Code, for the purpose of conducting best practice reviews for the Fire and Police Commission and the Department of Public Works.
This resolution will further authorize the appropriate city officials to develop Requests for Proposal for consultants to conduct these reviews as well as to establish committees to review the proposals and award the contract for services to the most qualified vendors.
 
Body
Whereas, The Greater Milwaukee Foundation and the Bader Foundation have made an offer of $160,000 to the City of Milwaukee for the purpose of conducting a best practice review for City of Milwaukee departments; and
 
Whereas, It is the desire of city officials to review the organization, structure and processes of city departments in order to evaluate their current systems, including management and personnel requirements, and how efficiencies may be realized; and
 
Whereas, The Department of Public Works and the Fire and Police Commission have been identified as candidates for this best practice review; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to accept contributions from the Greater Milwaukee Foundation and the Bader Foundation up to $160,000 and to expend such funds in accordance with the city's contribution guidelines under Section 304-24 of the City Code, for the purpose of conducting best practices reviews of the City of Milwaukee Fire and Police Commission and the Department of Public Works; and, be it
 
Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account with the Department of Administration's budget for the expenditure of the contributions; and, be it
 
Further Resolved, That the Department of Administration and the appropriate city officials are authorized to develop Requests for Proposal and establish two committees with four members each to select the most qualified proposal(s) and to award a contract(s) for the best practices review of the Fire and Police Commission and the Department of Public Works:
 
For the Fire and Police Commission, a representative or designee of the Department of Employee Relations, the Police and Community Relations Board, the Common Council and the Mayor.
 
For the Department of Public Works, a representative or designee of the Comptroller's Office, the Mayor, the Common Council and the Department of Administration, Division of Policy and Budget; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the 2005 Special Purpose Account for Contributions (0001-2110-0001-D001-006300) and the Estimated Revenue Account for Contributions (0001-9990-0001-009850) to the Department of Administration Special Account (0001-1510-0001-DXXX-006300) and the Department of Administration Estimated Revenue Account (0001-1510-0001-009850), up to the amount of $160,000.
