Analysis
This substitute resolution authorizes and directs the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation (WISDOT) for funding for local street improvements under the Local Roads Improvement Program (LRIP). The Local Roads Improvement Program provides for 50% reimbursement for eligible costs. City preliminary engineering and construction funds for projects undertaken under the LRIP program will be established in future resolutions.
Body
Whereas, State Statute 86.31 establishes a Local Roads Improvement Program (LRIP) to provide up to 50% reimbursement by the State of eligible costs for local street improvements; and

Whereas, Section 86.31 provides entitlement for county trunk highway, town road and city and village street improvements; and

Whereas, In 2006-2007, under the LRIP, the City of Milwaukee is entitled to receive reimbursement for local street improvements; and

Whereas, In accordance with TRANS 206, the administrative rule relating to the LRIP, a project application to the Wisconsin Department of Transportation (WISDOT) is necessary to apply for the City's entitlement; and

Whereas, Included as part of the LRIP project application is an Agreement for reimbursement funding under the LRIP, which requires execution by the Commissioner; and

Whereas, The local street improvement projects shown are potential projects which are anticipated for funding under the LRIP, however, the actual projects will be approved through future Common Council actions; and
