Title
Substitute resolution relating to health benefits at time of retirement for certain sworn fire and police management employees.

Analysis
This resolution allows all new sworn fire and police management employees appointed to a management position on or after January 1, 2004, to utilize sick leave balances to reduce their required payments of retiree health insurance premiums on the same basis as provided for members of Local 215 for sworn fire management personnel and on the same basis as provided for members of the Milwaukee Police Supervisors' Organization for sworn police management personnel.

Body
Whereas, Common Council Resolution File Number 020479, which was adopted by the Common Council on July 16, 2002, required all management employees, including fire and police, to pay for retiree health insurance at the same rates as active management employees; and

Whereas, Common Council Resolution File Number 030405, which was adopted by the Common Council on July 24, 2003, amended File Number 020479 to provide that sworn fire and sworn police management employees holding a management position on or before December 31, 2003 were permitted to use accrued sick leave balances to pay for the required contribution to the retiree health insurance premium in the manner set forth in that resolution; and

Whereas, This Common Council wishes to amend Common Council Resolution File Number 020479 to permit all sworn fire and police management employees appointed to a management position on or after January 1, 2004, to pay for retiree health insurance based on their sick leave balances on the same basis as provided in the current contract between the City and Local 215 for sworn Fire management, and on the same basis as provided in the current contract between the City and the Milwaukee Police Supervisors' Organization for police management; now, therefore, be it
