Title
Resolution appropriating CDBG funds to the Milwaukee Alliance from the CDBG Contingency Account.
Analysis
This resolution awards $55,000 from the 2004 CDBG Contingency Account to the Milwaukee Alliance for community prosecution activities.
Body
Whereas, The Milwaukee Alliance requested $375,000 in 2005 Community Development Block Grant ("CDBG") funding for community prosecution activities; and
 
Whereas, On November 3, 2004, the Common Council passed File Number 040891, a resolution authorizing the submittal, acceptance and funding of the City of Milwaukee's 2005 consolidated community development entitlement funding for Mandated/Essential Services from the U. S. Department of Housing and Urban Development; and
 
Whereas, File Number 040891 allocates $95,000 to the Milwaukee Alliance for community prosecution activities; and
 
Whereas, The Milwaukee Alliance seeks additional funding for its community prosecution program so that the District Attorney's Office may train additional community prosecutors; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that an additional $55,000 in funding from the 2004 CDBG Contingency Account is awarded to the Milwaukee Alliance for community prosecution activities, including the training of additional community prosecutors; and, be it
 
Further Resolved, That the Community Block Grant Administration Division of the Department of Administration ("CBGA") is responsible for awarding a subrecipient contract for the approved activity; and, be it
 
Further Resolved, That the subrecipient organization shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council, and in accordance with Common Council File Number 74-92-5v, to CBGA and the City Comptroller for review and approval; and, be it
 
Further Resolved, That payments for CDBG costs incurred shall be made in accordance with approved CDBG reimbursement policy, based on approval by CBGA and the City Comptroller of a Budget Forecast (CDA-51); and, be it
 
Further Resolved, That except as modified by this resolution, the guidelines for handling the CDBG program set forth in File Number 74-92-5v are fully applicable to the 2005 Community Development Entitlement Funding Program.
