Analysis
This resolution authorizes the Commissioner of Public Works under a State/Municipal agreement with the Wisconsin Department of Transportation to install the necessary traffic signal improvements under the Hazard Elimination Safety (HES) program. The agreement provides 90 percent federal/10 percent local cost sharing of the construction costs. This resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of construction costs for this project.

Whereas, The Hazard Elimination Safety (HES) program provides cost participation for traffic control improvements at locations having accident reduction potential; and

Whereas, An area on the north side of the city including 101 signalized intersections was identified as having a high frequency of accidents which could be correctable with improvements to signal visibility; and

Whereas, The desired improvements to signal visibility can be achieved through installation of Light Emitting Diode (LED) signal indications; and

Whereas, Common Council File Number 041072 authorizes and direct the Commissioner of Public Works to execute an agreement for programming and construction of traffic signal improvements at these locations under the 2004 Hazard Elimination Safety (HES) program; and

Whereas, The total estimated construction cost of this project is $573,153.21 for the modification of traffic signal facilities; and
