Resolution authorizing the Commissioner of Public Works to let an "Early Out Bridge Steel Procurement" contract associated with the Canal Street Extension Project and authorizing the City Comptroller to establish corresponding accounts.

Body

Whereas, The Department of Public Works (DPW) is currently performing design engineering for the Canal Street Extension project (25^th Street to Miller Park); and

Whereas, The Canal Street Extension project is scheduled to be let by the Wisconsin Department of Transportation (WISDOT) in March, 2005; and

Whereas, A future resolution will seek Common Council authority for construction of the Canal Street Extension project; and

Whereas, The steel industry is currently requiring a 7 month lead time for bridge girder fabrication; and

Whereas, It is DPW's and WISDOT's goal to complete The Canal Street Extension project as soon as possible to maximize the time it can function as a traffic mitigation route during reconstruction of the Core Marquette Interchange; and

Whereas, A separate City-let Early-Out Bridge Steel Procurement contract in advance of the primary Canal Street Extension project will allow project completion approximately 4 months earlier than if bridge steel is included in the primary contract; and

Whereas, Contract costs associated with the Early-Out Bridge Steel Procurement contract are estimated at $3.35 million; and

Whereas, Funding for this contract shall be provided through DPW capital budget allocations dedicated to the Canal Street Reconstruction Extension project; and

Whereas, Given the scope of the Early-Out Bridge Steel procurement contract, an 18% DBE participation rate in accord with DPW policy is not achievable; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to let the Early-Out Bridge Steel Procurement contract; and, be it

Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for the Early-Out Bridge Steel Procurement contract (Expenditure and transfer to any of these accounts the amount required under City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved, or $5,000 (whichever is greater), as follows:
