Substitute resolution authorizing the Department of Employee Relations and the Employee Retirement System to offer retirees over 65 without medicare a two-person rate, as well as a family rate for the HMO plans.
Analysis
This resolution authorizes the Department of Employee Relations and the Employee Retirement System to offer retirees over 65 without medicare a two-person HNMO rate at two times the cost of single HMO. Currently only a family HMO rate at 2.6 times the single rate is offered to retirees over 65 without medicare.
Body
Whereas, The Department of Employee Relations prepares health insurance rates through a request for proposal process for both Basic Plan rates and HMO rates, and

Whereas, The Department of Employee Relations has provided two rates for retirees over 65 without medicare, a single rate and a family rate; and

Whereas, The two HMOs family rate is 2.6 times the cost of the single rate; and

Whereas, 11 retirees over 65 with a spouse are currently enrolled in a HMO plan and intend to stay in that HMO plan and have been paying 2.6 times the cost of a single plan; and

Whereas, The HMO rates for retirees increased 46% from 2004 to 2005; and

Whereas, The $39,000 cost will be absorbed in the HMO Special Purpose Account; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations and Employee Retirement System are authorized to offer a two-person HMO rate for retirees over 65 in 2005; and, be it

Further Resolved, That the Department of Employee Relations will include the two-person rate in a request for proposal for 2006 rates; and, be it

Further Resolved, That The Department of Employee Relations and Employee Retirement System are authorized and directed to establish to fulfill the intent of this resolution.
