Title

Substitute resolution approving the City of Milwaukee's 2005-2009 Consolidated Strategy and Plan and authorizing submission of the Consolidated Strategy and Plan to the U. S. Department of Housing and Urban Development (HUD) as required for the Community Development Block Grant Program (CDBG), HOME Investment Partnership Program (HOME), Emergency Shelter Grant Program (ESG), Housing Opportunities for Persons with AIDS Program (HOPWA), and the American Dream Downpayment Initiative (ADDI).

Analysis

This resolution approves and authorizes submission of the 2005-2009 Consolidated Strategy and Plan to HUD.  The City is required to have an approved Consolidated Strategy and Plan in effect specifying priorities and goals in order to receive funds for CDBG, HOME, ESG, HOPWA, and ADDI programs.

Body

Whereas, The City of Milwaukee is required to submit to HUD the Consolidated Strategy and Plan which is the planning document (comprehensive housing affordability strategy and community development plan) for the City of Milwaukee, and also the application for funding under the Community Planning and Development programs (CDBG, HOME, ESG, HOPWA, and ADDI); and

 

Whereas, The Consolidated Strategy and Plan allows the City of Milwaukee to participate in the CDBG, HOME, ESG, HOPWA and ADDI programs using a single, consistent funding year for the funding and operation of these programs; and

 

Whereas, The Community Block Grant Administration (CBGA) has collaborated with the Consolidated Strategy Planning Task Force, and other governmental, quasi-governmental and non-governmental agencies in order to re-evaluate the data obtained from the citizen and social service agencies during the participation process for the Consolidated Strategy and Plan document required by the Consolidated Strategy and Plan regulations; and

 

Whereas, The information and testimony collected at the Public Hearings held by the Community Block Grant Administration on November 3rd, November 4th, and  November 8th, 2004 and any subsequent Community & Economic Development Committee allocation meetings are included in the Consolidated Strategy and Plan document; and

 

Whereas, The Community Block Grant Administration (CBGA) is the appropriate City department to accept public comment on the Consolidated Strategy and Plan; now, therefore, be it

 

Resolved, That the Community Block Grant Administration (CBGA) is authorized to award subrecipient contracts to fund the approved activities for the CDBG, HOME, ESG, HOPWA and ADDI programs using the calendar year as the contract period; and, be it

 

Further Resolved, That the Community Block Grant Administration is authorized and to receive comment from the public and submit these comments to the U. S. Department of Housing and Urban Development in conformity with HUD requirements, and, be it

 

Further Resolved, By the Common Council of the City of Milwaukee, that the Year 2005 Consolidated Strategy and Plan attached to and is part of this file, is hereby approved in its entirety; and, be it

 

Further Resolved, That the Mayor of the City of Milwaukee, as the official representative of the City of Milwaukee in connection with CDBG, HOME, ESG, HOPWA and ADDI Programs is authorized to submit the Year 2005 Consolidated Strategy and Plan to the U. S. Department of Housing and Urban Development.
