Title

Substitute ordinance to further amend the 2005 offices and positions in the City Service under control of the Common Council.

 

Analysis

This substitute ordinance makes positions changes to the following departments:City Attorney, Common Council-City Clerk, Department of City Development, Department of Employee Relations, Fire Department, Health Department, Library, Department of Neighborhood Services, Police Department, Port of Milwaukee, Department of Public Works-Infrastructure Services Division, Department of Public Works-Operations Division-Forestry Section and Fleet Services Section.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 040459 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2003 - June 6, 2003):

 

Under "Port of Milwaukee, Cargo Handling-Maintenance and Repair Section", delete one position of "Port Maintenance Technician II", one position of "Port Maintenance Technician I", one position of "Port Maintenance Worker I" and four positions of "Port Maintenance Worker II", and add seven positions of "Port Maintenance Technician"; under "Auxiliary Positions", delete one position of "Port Maintenance Technician II" and add one position of "Port Maintenance Technician."

 

Part 2.  Section 1 of ordinance File Number 040459 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):

 

Under "Port of Milwaukee, Cargo Handling-Maintenance and Repair Section", delete one position of "Port Maintenance Technician."

 

Part 3.  Section 1 of ordinance File Number 040459 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2004 - November 7, 2004):

 

Under "Health Department, Administration Division, Payroll Unit", delete one position of "Accounting Assistant I" and add one position of "Personnel Payroll Assistant I."

 

Under "Department of Public Works-Infrastructure Services Division, Construction Decision Unit, Contract Administration", delete one position of "Sidewalk Repair Supervisor" and add one position of "Sidewalk Repair Specialist"; under "Field Operations-Support Services Decision Unit, Machine Shop", delete two positions of "Laborer (Electrical Services)" and add two positions of "Equipment Mechanic I."

 

Part 4.  Section 1 of ordinance File Number 040459 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2005 - December 19, 2004):

 

Under "City Attorney, Legal Division", add two positions of "Assistant City Attorney (A)(Y)" and amend footnote "(A)" to read as follows: "One position of Assistant City Attorney to be vacant for each of up to two filled Deputy City Attorney positions."

 

Under "Common Council-City Clerk, Central Administration Division, Auxiliary Positions", add six positions of "Office Assistant I"; under "Public Information Division, Television Services Section", add two positions of "Production Technician"; under "Legislative Reference Bureau Division, Administrative Services Section", add one position of "Office Assistant III"; under "Legislative Research Section", add one position of "Legislative Fiscal Analyst-Lead"; under "Fiscal Review Section", add two positions of "Fiscal Review Analyst-Sr." and delete one position of "Legislative Fiscal Analyst-Lead."

 

Under "Department of City Development, General Management and Policy Development Decision Unit, Housing Rehab. & Development Services Section", add footnote designation "(Y)" to two positions of "Housing Programs Specialist" and one position of "Administrative Specialist"; under "Administration and Control Division, General Accounting", add footnote designation "(Y)" to two positions of "Management Accountant-Sr.", two positions of "Management Accountant" and one position of "Accounting Assistant I"; under "Administration and Control Division, Purchasing", add footnote designation "(Y)" to one position of "Program Assistant II."

 

Under "Department of Employee Relations, Administration Division, Office of Diversity & Outreach", add one position of "Diversity Specialist, Sr." and delete one position of "Program Assistant II"; under "Business Section", delete one position of "Office Assistant II"; under "Operations Division, Compensation Services Section", add one position of "Program Assistant II."

 

Under "Fire Department, Firefighting Division Decision Unit", add twelve positions of "Firefighter"; under "Auxiliary Positions", delete twelve positions of "Firefighter."

 

Under "Health Department, Disease Control and Prevention Division, Hepatitis B Immunization Grant (HH)", delete one position of "Health Interpreter Aide (X)(HH)" and add one position of "Health Interpreter Aide (X)(HH)(BB)" and add footnote "(BB)" to read as follows: "To expire 09/30/05 unless the Refugee Health Screening Grant is extended. Partially funds Health Interpreter Aide position."

 

Under "Library, Administrative Services Decision Unit", change footnote designation "(A)" to "(C)"; under "Neighborhood Library & Extension Services Decision Unit, Neighborhood Library and Extension Services Pool", add one position of "Library Circulation Assistant I" and one position of "Library Reference Assistant"; under "Central Library Decision Unit", change footnote designation "(E)" to "(F)"; under "Central Library Services Pool", add one position of "Librarian II"; under "Circulation Bureau Pool", add one position of "Library Circulation Assistant I" and two positions of "Library Circulation Aide (0.56 FTE)."

 

Under "Department of Neighborhood Services, Administrative Services Section", add one position of "Office Assistant II."

 

Under "Police Department, Operations Decision Unit, District 3", add six positions of "Police Officer (B)" and add footnote "(B)" to read as follows: "COPS in Schools Grant: Six Police Officer positions to expire December 31, 2008, unless the COPS in Schools Grant is extended"; amend footnote "(F)" to read as follows: "Truancy Abatement Grant: Six positions to expire 6/30/2005 unless grant funding from the Milwaukee Public Schools continues"; amend footnote "(S)" to read as follows: "State Beat Patrol Grant: To expire 12/31/2005 unless the Beat Patrol Grant, available from the State of Wisconsin, Office of Justice Assistance is extended."

 

Under "Department of Public Works, Infrastructure Services Division, Field Operations-Streets & Bridges Decision Unit, Street Maintenance", add one position of "Street Repair Crew Leader", one position of "Special Street Repair Laborer" and two positions of "City Laborer"; under "Field Operations-Electrical Services Decision Unit, Street Lighting", add five positions of "Labor, Electrical Services"; under "Signal Shop", delete twelve positions of "Laborer, Electrical Services" and add twelve positions of "Laborer, Electrical Services (A)" and add footnote "(A)" to read as follows: "One position held by Wayne Johnson to be soft red-circled in pay range 235"; under "Operations Division, Forestry Section, Field Operations" add one position of "Urban Forestry Specialist"; under "Auxiliary Personnel", add seven positions of "Urban Forestry Laborer (Seasonal)"; under "Fleet Services Section", delete two positions of "Office Assistant II" and add two positions of "Office Assistant II (B)"; and add footnote "(B)" to read as follows: "One position held by Ron Wilson to be soft red circled in pay range 445."

 

Part 5.  Section 1 of ordinance File Number 040459 relative to offices and positions in the City Service is hereby amended as follows:

 

Under "Fire Department, Metropolitan Medical Response System Program Grant", add one position of "Administrative Services Specialist (A)" and amend footnote "(A)" to read as follows: "To expire 3/31/06 unless the Metropolitan Medical Response System Program grant is extended."

 

Under "Health Department, Disease Control and Prevention Division", add the title "Urban Areas Security Initiative Program Grant (FFF)" and add one position of "Vet/Agro Terrorism Planning Coordinator (X)(FFF)" and add footnote "(FFF)" to read as follows: "To expire 11/30/05 unless the Urban Areas Security Initiative Program available from the U.S. Department of Homeland Security is extended"; under "Home Environmental Health Division", add the title "Lead Demonstration Grant (NN)" and add one position of "Chemist II (NN)", two positions of "Lead Risk Assessors II (X)(NN)", one position of "Program Assistant II (X)(NN)" and one position of "Office Assistant II (NN)" and add footnote "(NN)" to read as follows: "To expire 12/31/07 unless the Lead Demonstration Grant is extended"; add the title "Lead Outreach Grant (EEE)", and add one position of "Health Project Coordinator Lead (X)(EEE)" and one position of "Health Education Assistant (X)(EEE)" and add footnote "(EEE)" to read as follows: "To expire 12/31/06 unless the Lead Outreach Grant is extended"; add the title "Lead Based Paint Hazard Control Grant (GGG)", and add one position of "Lead Hazard Prevention Manager (X)(GGG)(LL)", three positions of "Lead Risk Assessors II (X)(GGG)", one position of "Health Project Coordinator Lead (X)(GGG)", one position of "Chemist II (GGG)", one position of "Lab Assistant II (.5 FTE)(GGG)", one position of "Health Services Assistant (.5 FTE)(X)(GGG)" and one position of "Program Assistant II (X)(GGG)" and add footnote "(GGG)" to read as follows: "To expire 12/31/07 unless the Lead Based Paint Hazard Control Grant is extended. .25 FTE of the Lead Hazard Prevention Manager is funded by the Lead Urban Initiatives Grant."

 

Under "Police Department, Communications Division", delete one position of "Police Dispatcher (G)" and add one position of "Police Alarm Operator (G)"; under "Operations Decision Unit", amend footnote "(K)" to read as follows: "High Intensity Drug Trafficking Area (HIDTA) Grant. Position authority to expire if HIDTA funding and the HIDTA project are discontinued or until 12/31/04 unless the HIDTA grant is extended."

 

Part 6.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 7.  The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 13, 2003 (June 6, 2003).

 

The provisions of Part 2 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2004 (December 21, 2003).

 

The provisions of Part 3 of this ordinance are deemed to have been in force and effect from and after Pay Period 24, 2004 (November 7, 2004).

 

The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2005 (December 19, 2004).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 8.  This ordinance will take effect and be in force from and after its passage and publication.
