Title
Substitute resolution relating to the application, acceptance and expenditure of the 2004 Metropolitan Medical Response System.

Analysis
This resolution authorizes the Milwaukee Fire Department to apply for, accept and expend the 2004 Metropolitan Medical Response System grant (MMRS) awarded by the U.S. Department of Homeland Security. This resolution continues funding for one position of MMRS Coordinator and creates a new position of Administrative Services Specialist in the Fire Department. The grant will provide for an 18-month period the essential staff, supplies and materials required to prepare for and manage incidents resulting from domestic terrorism. The grant award total is $400,000.

Whereas, The U.S. Department of Homeland Security awarded FY2004 grant funds to 114 Metropolitan Medical Response System (MMRS) jurisdictions to enhance their preparedness in the event of domestic terrorism; and

Whereas, The City of Milwaukee was awarded two grant awards through this program totaling $400,000; and

Whereas, The grant emphasizes preparation in managing incidents related
to domestic terrorism, but will also support the department's operations
in other events that threaten public safety; and

Whereas, Upon approval of this resolution, the Milwaukee Fire Department would use the funds to purchase supplies and materials and pay the salary and benefits for one position of MMRS Coordinator at pay range 863 and one position of Administrative Services Specialist at pay range 001 for 18-months; and

Whereas, Moreover, the grant budget authorizes the Milwaukee Fire
Department to provide $51,754 to Milwaukee County for equipment
upgrades at the EMS-Paramedic Communications Base in effort to
increase interoperability between the two agencies; now therefore, be it
