Title
Resolution relative to the cost participation and installation of computer optimized traffic signal timing and coordination improvements for 89 signalized intersections, in an area bounded primarily by South 35th Street on the west, South 1st Street on the east, West Virginia Street on the north and West Lincoln Avenue on the south.
Analysis
This resolution authorizes and directs the Commissioner of Public Works, under a State/Municipal agreement with the Wisconsin Department of Transportation, to install the necessary computer optimized traffic signal timing and coordination improvements under the Congestion Mitigation Air Quality (CMAQ) program.
Body:
Whereas, The Congestion Mitigation Air Quality (CMAQ) program provides cost participation for traffic control improvements at locations having air quality improvement potential; and
Whereas, The City of Milwaukee applied and received approval for Congestion Mitigation Air Quality (CMAQ) funds from the Wisconsin Department of Transportation (WISDOT) for the preliminary engineering and installation of computer optimized traffic signal timing and coordination improvements in the project area; and
Whereas, Preliminary engineering was previously authorized by the Common Council of the City of Milwaukee under Resolution File Number 931820; and
Whereas, Eighty percent of the participating project cost or $40,000 is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2004 Capital Grant and Aid Projects Fund Project/Grant Number SP032040100; and
Whereas, Twenty percent of the participating project cost or $10,000 is non-reimbursable and is included in the Division's 2004 Capital Purpose/Grant Number ST320040000; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that upon approval of optimized timings by WISDOT, the Commissioner of Public Works be and hereby is authorized and directed to proceed with the installation of computer optimized signal timing and coordination improvements at the 89 signalized intersections in the project area; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Number for this project and transfer to this number the amounts required under the contract provisions but not to exceed a ten percent increase in those amounts set aside for the Grantor's Share and the City's Share as follows:
