Resolution relative to the application, acceptance and funding of a United States Environmental Protection Agency Demonstration Grant for the Lloyd Street Playfield to fund the reconstruction of the playfield to a more natural landscape environment and also provide public education and awareness of the new environmental aspects of the playfield surroundings.
Analysis
This resolution authorizes the Department of City Development to accept a United States Environmental Protection Agency Demonstration Grant in the amount of $100,000. This grant, in conjunction with the Milwaukee Public Schools and the Department of Public Works, will fund the reconstruction of the Lloyd Street Playfield from the asphalt pavement by bringing nature to the urban core; making an urban schoolyard a sustainable environmental learning laboratory while enhancing the watershed approach and reducing the urban heat island effect. This grant will use $75,000 for the reconstruction that will include outdoor educational and recreational facilities, shrubs, grass, trees and a new bio-retention zone for storm water runoff. The grant will use $25,000 to provide education to the public regarding the environmental impact possible from this newly created site that they may be able to use around their own properties.

Whereas, The City of Milwaukee ("City") appears to be eligible for grant funds from the United States Environmental Protection Agency in the amount of $100,000; and

Whereas, The Department of Administration, Fiscal Policy Section, has determined that operation of this Grant program from September 15, 2004 to September 14, 2005 will cost approximately $100,000, of which 100 percent will be provided by the Grantor; and
