Analysis
This resolution provides the Common Council approval of a Deed to the State of Wisconsin providing for creation of the Lakeshore State Park, a Cooperation and Development Agreement implementing the Project, including the construction of break waters and other improvements, a Conservation Easement allowing joint use of certain areas included within the Milwaukee World Festival, Inc. leasehold and the South Urban Park for State Park purposes, and a First Amendment to the Milwaukee World Festival, Inc. Lease in order to coordinate legal descriptions and public access provisions with the State Park Project and to authorize amendment of the ByLaws of Milwaukee World Festival, Inc. These documents were approved by the State Building Commission and also approved by the Milwaukee Board of Harbor Commissioners on November 5, 2004.

Whereas, Representatives of the City, the Board of Harbor Commissioners, the State of Wisconsin, and Milwaukee World Festival, Inc. have engaged in negotiations and the preparation of agreements and instruments necessary for creation of the Lakeshore State Park; and

Whereas, Copies of a Conservation Easement, a Quit Claim Deed, a Cooperation and Development Agreement, and a First Amendment to Lease Agreement - Milwaukee World Festival, Inc. are on file with the Common Council; and

Whereas, The Board of Harbor Commissioners approved the Project and necessary documentation at its November 5, 2004 meeting; and
