Title
Resolution relative to application, acceptance and funding of the Beach Monitoring Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Beach Monitoring Grant from the Wisconsin Department of Natural Resources in the amount of $28,000. The purpose of the project is funding daily bacterial monitoring of City of Milwaukee public beaches.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Natural Resources to fund daily bacterial monitoring of City of Milwaukee public beaches; and
Whereas, The operation of this grant project from 05/01/04 to 09/30/04 would cost $28,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Natural Resources is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2004 Special Revenue-Grant and Aid Projects fund, the following amounts for the project titled Beach Monitoring Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant levels; budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2004 Positions Ordinance C.C. File Number 030415, should be amended as follows:

Amend to:
(5) Environmental and Disease Control Specialist (X)(CCC)
Add footnote (CCC) as follows:
One position partially funded by the Beach Monitoring Project Grant. Grant expires 09/30/04 unless funding is extended.
