Title
Substitute resolution authorizing the Commissioner of Public Works to amend agreements with the Wisconsin Department of Transportation for traffic signal improvements in conjunction with various 2004 paving projects and work associated with the Marquette Interchange reconstruction.
Analysis
The Common Council previously authorized the Commissioner of Public Works to enter into agreements with the Wisconsin Department of Transportation for the improvement of traffic signals in conjunction with federally aided paving projects, and in conjunction with work related to the reconstruction of the Marquette Interchange. The additional work, consisting of replacement of existing signal indications with advanced light-emitting diode indications, would exceed costs authorized under the previous resolutions. This resolution would authorize the Commissioner of Public Works to amend the agreements to include the additional traffic signal work, and would also authorize the Comptroller to transfer additional funds for this work.

Whereas, The Common Council previously authorized the Commissioner of Public Works to enter into agreements with the Wisconsin Department of Transportation (WISDOT) for cost participation in traffic signal equipment improvements in conjunction with the 2004 federally aided paving projects, and with the reconstruction of the Marquette Interchange; and
Whereas, Signal visibility and traffic safety can be improved by replacing existing signal indications with light-emitting diode (LED) signal indications; and
Whereas, These additional traffic signal upgrades are eligible for funding in conjunction with paving projects in the 2004 program and with work related to Marquette Interchange reconstruction; and
Whereas, The additional costs associated with further traffic signal upgrades exceed the amounts previously authorized by the Common Council and included in prior funding agreements with WISDOT; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute amended agreements with WISDOT for cost participation in the improvement of traffic signals in conjunction with federally aided paving projects included in the 2004 paving program and with the Marquette Interchange reconstruction, with copies of amended cost summaries to be included in the amended agreements attached to Common Council File Number 040352, and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That upon amendment of the agreements, the City Comptroller is hereby authorized to transfer the additional amounts required under the agreements and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
