Title
Substitute resolution authorizing extension of contracts for health maintenance organizations for 2005, third-party administrative services for the City's Basic Plan for 2005, and pre-paid dental services for 2005 and 2006.
Analysis
This resolution authorizes the Department of Employee Relations to:
1. Enter into contract extensions with CompcareBlue Health Services for its CompcareBlue Broad HMO network and CompcareBlue Aurora Family HMO network for HMO services for active and retired employees for 2005.
2. Extend a contract with WPS for administrative services associated with the City's Basic Health Plan for active and retired employees for 2005.
3. Extend a contract with Care-Plus Dental, Dental Blue pre-paid and First Commonwealth (also known as Guardian Insurance Company) to provide pre-paid dental insurance services to active and retired City employees for 2005 and 2006.
Body
Whereas, The City of Milwaukee Department of Employee Relations (DER), with Willis Corp. of Wisconsin, is recommending extension of contracts for (health maintenance organization) HMO services for administrative services for the Basic Plan and for pre-paid dental services; and

Whereas, CompcareBlue Health Services, with two HMO's, was approximately $12 million less in net cost to the City than the other response to the limited request for proposal; and

Whereas, The three pre-paid dental plans--Care-Plus, Dental Blue and First Commonwealth--provide dental services; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that DER is authorized to enter into contract extensions with CompcareBlue Health Services for its CompcareBlue Broad HMO network and CompcareBlue Aurora Family HMO network for HMO health services for active and retired City employees for 2005; and, be it
