Analysis
A city resolution governing enrollment for City of Milwaukee retiree health insurance coverage requires that retirees enroll within 3 years of establishing eligibility for enrollment. This resolution eliminates this requirement for eligible retirees who have been continuously enrolled in a Medicare supplement health insurance plan.
Body
Whereas, The City of Milwaukee currently requires retirees to enroll in health insurance within three years of establishing eligibility; and
Whereas, With the federal Medicare efforts supporting private Medicare supplement health insurance plans that many be advantageous to City retirees, it is desirable to amend current city policy; and
Whereas, The City wishes to permit Medicare-eligible retirees to enroll in Medicare supplement health insurance plans without a loss of eligibility for retiree health insurance coverage; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that file Number 77-2192-a be amended to provide as follows in section 2.c:
c. Retirees must apply for enrollment within 3 years of establishing eligibility therefor in accordance with 2 a. and b. above, or at the time of enrollment, must have been continuously enrolled in a Medicare supplement program, as defined in Public Law 108-73, Title II, ยง201 (December 8, 2003), since either establishing eligibility for enrollment for retiree health insurance coverage or since discontinuing enrollment for retiree health insurance coverage.
