DAVIS moved to amend Attachment A to this file by adding the following footnote relating to the award of funding to South Community Organization: "Release of funds contingent upon review by the City Attorney's office." The motion prevailed by the following vote: Ayes: 15 - Ald. Hamilton, Davis, D'Amato, Bauman, Bohl, McGee, Wade, Donovan Puente, Murphy, Dudzik, Witkowiak, Witkowski, Zielinski and President Hines. Noes: 0. ALD. MCGEE moved to amend Attachment A to this file by: 1. Inserting the amount of $290,000 in the Common Council column for the funding request titled "Neighborhood Improvement Program Housing Pool - Housing-Owner-Occupied Deferred Payment Loans". 2. Inserting the amount of $50,000 in the Common Council column for the funding request titled "Northcott Neighborhood House - Freshstart Housing Program". This amendment reduces the allocation to the Neighborhood Improvement Program Housing Pool from $315,000 to $290,000, while increasing the allocation to the Northcott Neighborhood House Freshstart Housing Program from $25,000 to $50,000 . Should this matter be before the Council? The motion prevailed by the following vote: Ayes: 9 - Ald. Hamilton, D'Amato, Bohl, McGee, Wade, Murphy, Dudzik, Zielinski and President Hines. Foundation, Inc. - Freshstart Housing Program. · Harambee Ombudsman Program, Inc. - Freshstart Housing Program. · Milwaukee Christian Center - Freshstart Housing Program. This amendment reduces the allocation to the Department of City Development-HACM from $684,084 to $609,084, while increasing the allocations to 3 Freshstart Housing Programs by $25,000 each. Substitute resolution relating to the use and allocation of HOME reprogramming funds.

Whereas, The amount of HOME funds available for reprogramming is $1,723,084.00; and
 
Whereas, The Community and Economic Development Committee recommends approval to allocate funding in the amount of $1,723,084.00 to the organizations listed in Attachment A for reprogramming; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that reprogramming awards are approved for the organizations stated in Attachment A; and, be it
 
Further Resolved, That the Community Block Grant Administration is responsible for awarding a subrecipient contract for these approved activities; and, be it
Further Resolved, That the subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 7492-5v, to the Community Block Grant Administration and the City Comptroller for review and approval; and, be it
 
Further Resolved, That payments for HOME cost incurred shall be paid in accordance with approved HOME reimbursement policy based on the approval by the Community Block Grant Administration and the City Comptroller; and, be it
 
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 7492-5v are fully applicable to the 2004 Community Development Entitlement Funding Program.
