Analysis
This resolution will result in the sale of a surplus, vacant, City-owned lot for commercial construction.
Body
Whereas, On July 27, 1993 by adoption of Common Council File No. 930486, the property located at 2335 South 35th Street (now known as 3535 West Lincoln Avenue) was declared surplus to municipal needs and the Department of City Development (“DCD”) was authorized to accept two Offers to Purchase from adjoining owners, but one of the buyers did not close pursuant to the terms authorized in the Offer to Purchase and the parcel was returned to City of Milwaukee (“City”) inventory; and

Whereas, Abdul R. Motlani and Abdul M. Motlani have submitted an unsolicited Offer to Purchase in the amount of $5,000 for the surplus, vacant, City-owned lot located at 3535 West Lincoln Avenue for construction of a hand car wash facility; and

Whereas, The purchase price of $5,000 reflects the excessive site preparation costs that will be incurred by the buyers due to relocation of six utility easements necessary to develop the City lot along with the high cost for lateral installation; and

Whereas, Messrs. Motlani are in the process of building an oil change facility with adjoining coffee shop directly across Lincoln Avenue and will offer a hand car wash to all of their customers; and

Whereas, DCD recommends acceptance of said Offer contingent upon site and building plan approval and submittal of a firm financial commitment to complete construction as proposed prior to closing on said lot; and
