Analysis
This resolution authorizes the Comptroller to establish a page on the City's website to solicit employee and citizen concerns regarding fraud, waste and abuse within City government operations as a pilot program. After 90 days, the City Comptroller shall provide a usage report to the Common Council, which will assist in determining whether the program continues.
Body
Whereas, Detection and prevention of fraud, waste and abuse are essential to proper management of the City of Milwaukee operations; and

Whereas, A section of the City's website is a convenient way for citizens and employees to report abuse of City resources, which would provide monetary benefits as well as greater assurance that City funds are managed properly; and

Whereas, Responsibility for the webpage should be assigned to a department independent of program responsibilities; and

Whereas, The City Comptroller's Office has the organizational and professional independence as well as the appropriate professional training as auditors; and

Whereas, A similar reporting system has been implemented successfully in the Milwaukee County Department of Audit resulting in direct savings of approximately $1.3 million and an estimated equal amount in indirect saving; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to oversee a pilot program using a page on the City's website to solicit employee and citizen concerns regarding fraud, waste and abuse within City government operations; and, be it
