Analysis
This ordinance prohibits any person with a financial interest in the approval or denial of any contract bid or request-for-proposal (RFP) under consideration by the city from making a campaign contribution to any city official who has approval authority over the bid or RFP during its consideration. The consideration period begins when the bid or RFP is submitted to the city and ends when it reaches its final disposition, including adoption, mayoral action and proceedings on veto, if necessary. The language in this section shall be included in all bid and RFP documents. A person in violation of this section shall be subject to a forfeiture of no more than $100 or no more than 4 days in the county jail or house of correction.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 309-43 of the code is created to read:

309-43. Restriction During Contract Consideration Period. 1. RESTRICTION. No person with a financial interest in the approval or denial of any contract bid or request-for-proposal under consideration by the city shall make a campaign contribution to any city official who has approval authority over the contract bid or request-for-proposal during its consideration. The consideration period begins when the contract bid or request-for-proposal is submitted to the city and ends when it reaches its final disposition, including adoption, mayoral action and proceedings on veto, if necessary. All contract bid or request-for-proposal documents shall include the language in this section.

2. PENALTY. A person who is convicted of violating this section shall be subject to a forfeiture of not more than $100 and in default thereof, shall...
