Title
Substitute resolution relating to acceptance and expenditure of FY 2004 Urban Areas Security Initiative Program Grant.
Analysis
This resolution authorizes the City of Milwaukee Departments of Administration, Police, Fire and Health to accept and expend $8,142,000 from the U.S. Department of Homeland Security, Office of Domestic Preparedness FY2004 Urban Areas Security Initiative (USAI) Program Grant, of which $1,895,000 will be pass-through funding to Milwaukee, Waukesha and Washington Counties. The grant will be used to enhance the security and overall preparedness of the Milwaukee Urban Area to prevent, respond to and recover from acts of terrorism in a multi-jurisdictional, multi-disciplinary manner. No state or local matching funds are required.
Body
Whereas, The U.S. Department of Homeland Security, Office of Domestic Preparedness has awarded an Urban Area Security Initiative (UASI) grant to the state Office of Justice Assistance for disbursement to various jurisdictions within the Milwaukee Urban Area; and
Whereas, The Milwaukee Urban Area identified by the federal government for the UASI grant includes Milwaukee, Waukesha and Washington Counties, with the City of Milwaukee designated as the lead and fiscal agent; and
Whereas, The state Office of Justice Assistance has notified the City of Milwaukee that the Milwaukee Urban Area is eligible to receive an award of $8,142,000, of which $3,210,000 will be use by the Milwaukee Fire Department, $2,315,000 by the Milwaukee Police Department and $722,000 by the Milwaukee Health Department, and $795,000 will be pass-through funding to Milwaukee County, $650,000 to Waukesha County and $450,000 to Washington County; and
Whereas, The grant funds will be used by the various jurisdictions within the Milwaukee Urban Area to address the goals of the Urban Area strategy to enhance the security and overall preparedness to prevent, respond to and recover from acts of terrorism in a multi-jurisdictional, multi-disciplinary manner; and
Whereas, The operation of this grant project is from 12/0/1/03 to 11/30/05, and no state or local matching funds are required; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Departments of Administration, Fire, Police and Health are authorized to accept grant funds of $8,142,000 from the U.S. Department of Homeland Security, Office of Domestic Preparedness FY2004 Urban Areas Security Initiative (USAI) Program Grant, in accordance with established City policies; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Grant Parent Account of the 2004 Special Revenue Grant and Aid Projects Fund; the following amounts for the project/program entitled FY 2004 Urban Areas Security Initiative Program Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the Milwaukee Departments of Administration, Fire, Police and Health, which are authorized to:
1. Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.
2. Expend from the 2004 grant budget funds for specific items of equipment.
3. Enter into subgrants and subcontracts as detailed in the grant budget.
