Title
Substitute resolution relating to City procurement of parking access and revenue control equipment for City-owned parking structures.
Analysis
This resolution requests the City Comptroller to review the request for proposal (RFP) process recently used by the Department of Public Works relating to the replacement of the parking access and revenue control system in City-owned parking structures to determine whether proper City procurement regulations and procedures have been followed and whether the process has been consistent with the spirit, purpose and intent of the regulations.  The City Comptroller will submit a report of his findings to the Common Council within 30 days of the adoption of this resolution.

Whereas, On March 12, 2004, the Department of Public Works issued a request for Proposal (RFP) to replace the parking access and revenue control system in City-owned parking structures; and
 
Whereas, Concerns have been raised about the process used in issuing this RFP and it is necessary to ensure that proper City procurement regulations and procedures have been utilized; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is requested to review the process used in issuing said RFP to determine that City regulations and procedures have been followed in the issuance of the RFP by the Department of Public Works and whether the process has been consistent with the spirit, purpose and intent of the regulations, and submit a report to the Common Council within 30 days of the adoption of this resolution.
