Title
Substitute resolution authorizing additional funding for the City-wide Facade Grant Program to provide design and architectural support services for facade projects.
Analysis
This substitute resolution authorizes the Department of City Development to provide design and architectural support services for City-wide Facade Grant projects. This resolution also authorizes the City Comptroller to transfer $50,000 from the Development Fund Project Account to the City-wide Facade Grant Project Account. By doing so, the City can assist property owners and businesses in adhering to the design criteria as outlined in the City-wide Facade Grant Program.
Body
Whereas, The Department of City Development has operated a Facade Grant Program (“Program”) for more than 20 years; and

Whereas, This Program has provided a significant incentive for visible reinvestment in downtown and neighborhood commercial areas; and

Whereas, Program Eligibility Requirements and Design Guidelines were established by the Common Council under File No. 971697 on March 3, 1998 for facade grant activity; and

Whereas, More attractive storefronts makes Milwaukee a more pedestrian-friendly and attractive place for businesses, residents and visitors; and

Whereas, The City can leverage significant amounts of private investment and improvements to the facades of commercial properties if city-wide grants are available to assist property owners or businesses to upgrade their storefronts and principle facades; and

Whereas, The funding approved by this resolution will allow the Department of City Development to offer additional services to facade grant applicants, as needed, in the form of design and architectural support services; now, therefore, be it
