Analysis
This ordinance creates a system for the registration and regulation of lobbyists and their employers. Its provisions include:
1. Lobbying is defined as any attempt to influence legislative or administrative action by oral or written communication with any city official.
2. A lobbyist is defined as someone who is employed by a principal or who contracts for or receives economic consideration other than reimbursement for actual expenses from a principal, and whose duties include lobbying on behalf of the principal's interests for 2 hours or more within a single 6-month period. Exemptions are provided for members of the media, and those who wish information from their elected representatives or to urge their representatives to support or oppose particular positions.
3. Lobbyists shall register with the city clerk in order to engage in lobbying. The cost of this registration shall be $125 annually per principal. A principal who lobbies on his or her own behalf for 2 or more hours within a single 6-month period also is required to register and pay the fee.
4. Those who employ lobbyists shall file a disclosure statement every 6 months disclosing the amount of money and other resources expended for lobbying purposes as well as the matters sought to be influenced.
5. Practices of lobbyists and their employers that are prohibited are identified and violations are made enforceable by the city attorney.
