Title
Substitute resolution relating to an agreement between the Milwaukee Fire Department and the Wisconsin Department of Transportation regarding the planning, coordination and mitigation of all Marquette Interchange reconstruction emergency incidents, and authorizing the Milwaukee Fire Department to accept and expend a grant from the Wisconsin Department of Transportation.
Analysis
This resolution authorizes an agreement between the Milwaukee Fire Department and the Wisconsin Department of Transportation and authorizes the fire department to accept and expend a grant amount of $200,000 for its services.  The resolution also creates a position of Battalion Chief. Under the agreement, the Milwaukee Fire Department will provide planning, coordination and mitigation of all emergency incidents during the Marquette Interchange Reconstruction project.    
Body
Whereas, The Wisconsin Department of Transportation (DOT) desires implementation of a comprehensive and cost effective traffic mitigation program to help insure the safety, accessibility and mobility of users of the Marquette Interchange during its reconstruction; and
 
Whereas, To mitigate traffic accidents during the reconstruction, the DOT requests the help of the Milwaukee Fire Department (MFD), which would provide planning, coordination and mitigation of all emergency incidents; and
 
Whereas, An agreement between the DOT and the MFD will include a grant of $200,000 to the MFD for providing services to DOT; and
 
Whereas, The MFD would use the grant funds for the salary and benefits of one position of Battalion Chief for a 2-year period commencing upon approval of this resolution; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the appropriate City officials to enter into the agreement with the Wisconsin Department of Transportation, a copy of which is attached to this file; and, be it
 
Further Resolved, That MFD is authorized to accept and expend a grant entitled 2004 Traffic Mitigation Marquette Interchange Reconstruction totaling $200,000; and, be it
 
 
Further Resolved,That the City Comptroller is authorized to:
 
1.      Commit funds within the Grant Parent Account of the 2004 Special Revenue Grant and Aid Projects fund the following amounts for the project/program 2004 Traffic Mitigation Marquette Interchange Reconstruction:

Further Resolved, That these funds are budgeted for the Milwaukee Fire Department, which is authorized to:
 
1.      Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.
  
2.      Expend from the 2004 grant budget funds for the items of equipment as may be deemed necessary for the effective operation of the program; and, be it
 
 
Further Resolved, That the Common Council directs that the 2004 Positions Ordinance C.C. File Number 030415, should be amended as follows:
