Analysis
This resolution directs the Budget and Policy Division - Department of Administration to seek introduction and passage of state legislation permitting the appointment by the Mayor, subject to confirmation by the Common Council, of city department and division heads to serve 4-year terms coterminous with the Mayor's term of office. In addition, city department and division heads who are appointed by the Mayor and confirmed by the Common Council could be removed from office during their terms upon the recommendation of either the Mayor or Common Council, subject to an affirmative vote of 2/3 of the members of the Common Council at the time of the vote.

Whereas, Cabinet form of government with respect to Milwaukee city government refers to the Mayor's appointment, subject to Common Council confirmation, of many department and division heads who serve at the pleasure of the Mayor; and

Whereas, The cabinet form of government in the City of Milwaukee was enacted by state law on April 15, 1988, at the request of the Common Council and Mayor Henry Maier, and expanded that same year through state law amendment at the request of Mayor John Norquist; and

Whereas, In 1989, 3 more department heads were designated “cabinet” by state law, further increasing the number of department and division heads accountable only to the Mayor; and
