Analysis
Common Council File Number 030504, passed on November 14, 2003, made various changes in the city code for the implementation of the 2004 city budget, including fees for selected licenses and permits.  Consistent with this file, this ordinance makes various technical changes, and removes obsolete provisions and terms relating to certain health department licenses.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 60-21-5 of the code is amended to read:
 
60-21.  Food Dealer's License.
5.  The yearly fee for a meal service [[permit]] >>establishment<< shall be $15 per site.
 
Part 2.  Section 60-91-7 of the code is repealed and recreated to read:
 
60-91.  Weighing and Measuring Device Licenses.
7.  VEHICLE SCALES.  Each license shall be issued for a one-year period commencing on July 1 and ending on the following June 30.  Effective January 1, 2005, each license shall be issued for the calendar year.
a.  Public Vehicle Scales.
a-1.  Effective January 1, 2005, each license shall be $164.
a-2.  The fee for each license issued for the period July 1, 2003, to June 30, 2004, shall be $164.  For the period July 1, 2004, to December 31, 2004, a prorated fee of $82 shall be paid for said license.
b.  "Type I" Nonpublic Vehicle Scales.
b-1.  Effective January 1, 2005, each license shall be $121.
b-2.  The fee for each license issued for the period July 1, 2003, to June 30, 2004, shall be $121.  For the period July 1, 2004, to December 31, 2004, a prorated fee of $60.50 shall be paid for said license.
c.  "Type II" Nonpublic Vehicle Scales.
c-1.  Effective January 1, 2005, the fee for each license shall be $121.
c-2.  The fee for each license issued for the period July 1, 2003, to June 30, 2004, shall be $121.  For the period July 1, 2004, to December 31, 2004, a prorated fee of $60.50 shall be paid for said license.
d.  Late Fee.  There shall be an additional fee of $20 for the filing of a late renewal application on or after July 1, 2004, and on or after January 1 of each year thereafter.
e.  Duplicates.  The fee for a duplicate license specified in this subsection shall be $6.  (See s. 82-14.)
 
Part 3.  Section 68-4.6-0 of the code is repealed and recreated to read:
 
68-4.6.  Meal Service Establishments.  Any person, association or organization who prepares food or receives food prepared or processed by others who already possess a valid food dealer's license, and makes available such food solely to the needy as a meal, shall obtain a food dealer's license.  Where such operation is fewer than 4 days during a 12-month period, such licenses will not be required.  The food dealer's license shall be issued and remain valid under the following conditions:
 
Part 4.  Section 82-23-9 of the code is repealed. (Note: The provision being repealed reads as follows:
 
82-23.  Definitions.
9.  WEIGHTMASTER, LICENSED shall mean any natural person licensed to weigh vehicles and fill out weight certification, in accordance with the provisions of this ordinance.)
