Title
Substitute motion revising the policy for the allocation of budgeted funds for aldermanic mailings.
Analysis
Currently common council members are annually allocated equal amounts by the city clerk for newsletters and all other mailings.  This motion rescinds the current policy and allocates $15,000 annually per council member for the production and distribution of newsletters.
Body
In an aldermanic election year, each common council member in office prior to the 3rd Tuesday in April, who is not a candidate for public office, may produce and distribute newsletters not exceeding $7,500 in total cost.
 
In an aldermanic election year, each common council member in office as of the 3rd Tuesday of April may produce and distribute newsletters not exceeding $7,500 in total cost.
 
In all other years, each common council member may produce and distribute newsletters not exceeding $15,000 in total cost.
