Title
Motion revoking the charter of and terminating the City of Milwaukee's charter school contract with Khamit Institute, Inc.

Analysis
Pursuant to the procedure set forth in s. 330-29 of the code, this motion revokes the charter of and terminating the City of Milwaukee's charter school contract with Khamit Institute, Inc., effective at the end of the regular 2003-2004 school year. Khamit Institute, Inc. was first granted a charter by Common Council File Number 980346 on July 24, 1998.

Body
Whereas, Section 118.40(2r), Wis. Stats., authorizes the Milwaukee Common Council to charter schools within its corporate limits, provided the schools meet certain criteria; and

Whereas, Pursuant to this authority, the City of Milwaukee enacted ch. 330 of its Code of Ordinances to regulate the granting, denial, governance and revocation of school charters; and

Whereas, On July 24, 1998, by Common Council File Number 980346, the Common Council moved to grant a charter to and enter into a contract with Khamit Institute, Inc., and

Whereas, On January 22, 2003, by Common Council File Number 021366, the Common Council moved to extend Khamit Institute, Inc.'s contract for an additional 5 years; and

Whereas, Pursuant to its authority under s. 330-29-3 of the code, the Charter School Review Committee conducted an investigation of Khamit Institute, an investigation that included a public hearing on November 24, 2003; and

Whereas, At the conclusion of this public hearing, the Charter School Review Committee voted unanimously to recommend that the City of Milwaukee's contract with Khamit Institute, Inc., be terminated and Khamit Institute, Inc.'s charter be revoked based on a finding that Khamit Institute, Inc., violated its contract with the City of Milwaukee; and
