Title:
Resolution relative to application, acceptance and funding of a Beat Patrol Program Grant (Police Department).
 
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Beat Patrol Program Grant from the State of Wisconsin, Office of Justice Assistance, in the amount of $525,656 with a grantor share of $150,000 and a city share of $375,656. The purpose of the project is to work with residents to identify and resolve crime and quality of life issues which impact upon the neighborhood.   
 
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Office of Justice Assistance for additional beat patrol officers to work with the residents to identify and resolve crime and quality of life issues which impact upon the neighborhood; and
 
Whereas, The operation of this grant from 01/01/2004 to 12/31/2004 would cost $525,656 of which $150,000 (29%) would be provided by the grantor and $375,656 (71%) would be provided by the city; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2004 Special Revenue Grant and Aid Projects fund, the following amount for the program titled: Beat Patrol Program Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
 
3.  Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
 
Further Resolved, that the 2004 Positions Ordinance be amended as follows to reflect the change in footnote (S):
 
(S) State Beat Patrol Grant: To expire 12/31/2004 unless the Beat Patrol Grant, available from the State of Wisconsin, Office of Justice Assistance is extended.
