Substitute resolution relative to application, acceptance and funding of the Operation Lead Elimination Action Program Grant.
Analysis
This resolution authorizes the Health Department to accept and fund the Operation Lead Elimination Action Program Grant project from the U.S. Department of Housing and Urban Development through the Neighborhood Improvement Development Corporation in the amount of $813,372.  The purpose of the project is to leverage private sector resources to eliminate lead poisoning as a major public health threat to young children.  
  
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing and Urban Development through the Neighborhood Improvement Development Corporation to leverage private sector resources to eliminate lead poisoning as a major public health threat to young children; and
 
 
Whereas, The application for these funds was approved by Common Council File 021022; and
 
Whereas, The operation of this grant project from 10/01/03 to 07/31/05 would cost $813,372 to be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development was authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Operation Lead Elimination Action Program Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;
 
3.  Establish the necessary City Share project values; and, be it
 
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 2003 grant budget funds for training and out-of-town travel by departmental staff;
 
3. Expend from the 2003 grant budget funds for specific items of equipment;
 
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
      
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance C.C. File Number 020487, should be amended as follows:
