Title
Resolution authorizing acceptance and funding of a State of Wisconsin Stewardship grant.
Analysis
This resolution authorizes the Department of Public Works to accept and fund a Stewardship grant in the amount of $250,000 from the State of Wisconsin Department of Natural Resources.  This is a matching grant requiring that the City contribute an equal amount.  The grant combined with the City match will be used to construct a riverwalk connection between the downtown riverwalk system and the new Historic Third Ward riverwalk.  The planned connection is expected to cost approximately $500,000.
Body
Whereas, The City of Milwaukee has worked cooperatively with both the Downtown Riverwalk Business Improvement District (BID #15) and the Historic Third Ward Business Improvement District (BID #2) on the planning, funding, and construction of riverwalks in their respective areas; and

Whereas, These two riverwalk systems are intended to eventually provide a continuous, handicap accessible walkway from the lakefront to the downtown area and beyond; and

Whereas, A convenient, handicap accessible connection between the two riverwalk systems does not yet exist; and

Whereas, In June of 2003 the Milwaukee Common Council adopted Resolution Number 030205 authorizing application to the State of Wisconsin Department of Natural Resources for a Stewardship Local Assistance Program matching grant in the amount of $250,000; and

Whereas, This grant, if approved, would be combined with the required local match to build a handicap accessible connection between the downtown riverwalk and Historic Third Ward riverwalk systems; and

Whereas, The Department of Natural Resources has now notified the City that the grant application has been approved; and

Whereas, The grant requires a local match equal to the grant amount (i.e. $250,000); and

Whereas, Funds for the local match have been included in the Department of City Development's 2004 capital budget; and

Whereas, Both the Third Ward BID and the Downtown Riverwalk BID are expected to contribute toward the local match in a manner consistent with the funding mechanism established for riverwalk development in their districts; and

Whereas, Implementation of this grant project in 2004 is expected to cost $500,000 of which $250,000 would be provided by the grantor and $250,000 provided by the City; and

Whereas, Of the City's $250,000 contribution, $27,500 would be loaned to each of the two affected Business Improvement Districts and eventually paid back to the City under the terms of each district's development agreement; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works may accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and be it

Further Resolved, That the City Comptroller is authorized to:
  1. Create within the Capital-Grant and Aids Projects Fund account number GR0000400000-0150-9990-0001-0000-R999-000600 and appropriate to this account the amount required under the grant agreement (i.e. $250,000);
  2. Establish the necessary City share project values sub-measures; and, be it
  3. 2.      4.
