Title:
Resolution relative to application, acceptance and funding of Law Enforcement Pedestrian Safety Program Grant (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Law Enforcement Pedestrian Safety Program pilot project from the U.S. Department of Transportation, National Traffic Safety Administration in the amount of $111,043 with a city share of $36,043 and a grantor share of $75,000. The purpose of the project is to provide a communitywide collaborative approach on pedestrian safety, for both motorists and pedestrians, through education and enforcement, especially as it relates to safe routes to school.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Transportation, National Traffic Safety Administration for a Law Enforcement Pedestrian Safety Program Grant, and
Whereas, The Milwaukee Police Department may enter into agreements with the University of Wisconsin-Milwaukee Center for Transportation Studies, Wisconsin Walks, and walking club consultants Mark Fenton and Maurice Williams to provide expertise and assistance with the implementation of law enforcement pedestrian safety programs, and
Whereas, The operation of this grant from 09/12/03 to 08/30/05 would cost $111,043 of which $36,043 (32%) would be provided by the city and $75,000 (68%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Transportation, National Traffic Safety Administration is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 940843; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Pedestrian Safety Patrol Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
- Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;.
- 2. Enter into agreements with Wisconsin Walks, UWM Center for Transportation Studies, and consultants Mark Fenton and Maurice Williams.
- Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
