This resolution urges the City Comptroller to conduct an audit of the City's Community Development Block Grant process, particularly :
1. Policies for the application for and granting of block grant funding.
2. Policies to prevent fraud and other abuse.
3. Whether these policies are fairly and consistently followed.
Body
Whereas, In recent months, several unfortunate, and presumably isolated, incidents related to fraud perpetrated on the federal Community Development Block Grant (CDBG) program have lead to federal investigations in and around the City of Milwaukee; and
Whereas, The City of Milwaukee's CDBG allocation is money held in trust for its most vulnerable residents, making any abuse of these already scarce resources intolerable; and
Whereas, In the 2004 Proposed Budget, there is a proposal to make the Community Development Block Grant Administration into a separate division within the Department of Administration and the City is about to embark on the lengthy process of crafting its Comprehensive Plan for its CDBG allocation; and
Whereas, All the foregoing suggests that the time is right for a rigorous inquiry into various aspects of the City's CDBG process, now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is urged to conduct an audit of the City's Community Development Block Grant process paying particular attention to the following:
1. Policies for the application for and granting of block grant funding.
2. Policies to prevent fraud and other abuse of block grant funds.
3. Whether these policies are fairly and consistently followed.
