Analysis:      
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a 2003 COPS Mobile Digital Radios and Crime Mapping Technologies Grant from the United States Department of Justice, Community Oriented Policing Services in the amount of $2,998,435 with a grantor share of $2,980,500 and a city share of $17,935. The purpose of this grant is to reduce crime and improve public safety, using technology.
 
Body:            
Whereas, Pursuant to the Catalog of Federal Domestic Assistance, Program 16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Community Oriented Policing Services for a 2003 COPS Mobile Digital Radios and Crime Mapping Technologies Grant; and
 
Whereas, The operation of this grant from 10/01/03 to 09/30/04 would cost $2,998,435 of which $2,980,500 (99.4%) would be provided by the grantor; and $ 17,935 (0.6%) would be provided by the City; and
 
Whereas, $172,291 would be subgranted to the Information and Technology Management Division, Department of Administration; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects, the following amount for the program titled: "2003 COPS Mobile Digital Radios and Crime Mapping Technologies Grant":

Further Resolved, That $2,808,209 is budgeted for the Milwaukee Police Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
 
2.  Expend from the 2003 grant budget funds for specific items of equipment; and, be it
      
Further Resolved, That $172,291 is budgeted for the Information and Technology Management Division, Department of Administration which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
 
2.  Expend from the 2003 grant budget funds for specific items of equipment and software licenses.
