Resolution approving a 2003 Common Council Contingent Fund appropriation to fund the purchase of new garbage and recycling carts.
Analysis
This resolution approves the appropriation of $232,960 from the 2003 Common Council Contingent Fund for the purchase of 5,000 new garbage carts and 1,000 new recycling carts by the Department of Public Works-Operations Division.
Body
Whereas, The Department of Public Works-Operations Divisions (“DPW”) maintains an inventory of new garbage and recycling carts to provide carts to residents whose carts have been damaged, as well as to provide carts for new dwelling units; and

Whereas, The approved City budgets for each of the past 3 years have provided funding for the purchase of 15,000 carts annually, even though DPW has indicated that it needs to purchase about 25,000 carts per year to meet demand for replacement or new carts; and

Whereas, During this time, DPW has used its existing surplus of new carts to compensate for the lack of funding for new cart purchases; and

Whereas, DPW anticipates that its current stock of new garbage and recycling carts will be completely depleted by the end of October, 2003; and

Whereas, In order to provide satisfactory service to its customers, DPW needs to maintain an inventory of new garbage and recycling carts; and

Whereas, DPW is able to purchase additional carts through its existing contract with a cart vendor; and

Whereas, DPW estimates that the cost of purchasing the 5,000 new garbage carts and 1,000 new recycling carts needed to serve Milwaukee residents until the end of January, 2004 (at which time new carts funded by the 2004 budget will be available) is $232,960; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer $232,960 from the 2003 Common Council Contingent Fund (0001-9990-0001-...
