Title
Motion amending the Common Council Procedure and Rules relating to Finance and Personnel Committee assignments, and repealing an obsolete provision relating to council roll calls.
Analysis
This motion amends the Common Council Procedure and Rules by:
1. Adding information and technology management to the list of assignments given to the Finance and Personnel Committee.
2. Repealing an obsolete provision requiring that every common council member who is present at a council meeting vote when a question is put for a vote, unless the council, for special reasons, excuses the member.

Part 1. Article lll, Section 6, Subsection 1 of the Common Council Procedure and Rules is renumbered Section 6.
Part 2. Article lll, Section 6, Subsection 2 of the Common Council Procedure and Rules is repealed. (Note: The provisions being repealed read as follows:
Article lll. Decorum and Procedure.
Section 6. Roll Calls.
2. Every council member who is present when a question is put shall vote unless the council, for special reasons, excuses the member. All motions to excuse a member from voting shall be made and determined by a majority of the members present before the calling of the ayes and noes on the question is commenced. Any member wishing to be excused from voting shall make a brief verbal statement of the reasons for making the request, and the questions shall then be taken without further debate.)
Part 3. Article V, Section l, Subsection 3 of the Common Council Procedure and Rules is repealed and recreated to read:
Article V. Committees.
Section 1. Standing Committees.
3. Finance and personnel:
a. Annual budget
b. Appropriations.
c. Audits.
d Bonds and notes, except industrial revenue bonds.
e Employe and labor relations.
f Financial contracts for services rendered.
g. Information and technology management.
